CER is defined as the ratio of the total heat removed from data centre divided by the energy consumption of the cooling systems.
PUE according to ISO/IEC 30134-2, which covers the total energy consumption of data centre facilities and infrastructures, is a well recognized KPI for monitoring the overall electricity consumption of a data centre. However, when it comes to the optimization of a specific data centre subsystem, PUE often does not provide obvious insight in the improvements made e.g. to the cooling system, as it encompasses the total energy consumption.
Therefore, CER has been developed as a KPI specific to the energy efficiency of the cooling equipment in a data centre, leaving all other facilities aside. Thus, technical and operational improvements to the cooling subsystem can be demonstrated and verified in a more stringent manner.
