Scope
This European Standard specifies requirements for the calibration and validation (QAL2), the ongoing quality assurance during operation (QAL3) and the annual surveillance test (AST) of automated measuring systems (AMS) used for monitoring total mercury emissions from stationary sources to demonstrate compliance with an emission limit value (ELV). This document is derived from EN 14181 and is only applicable in conjunction with EN 14181.
This document is applicable by direct correlation with the standard reference method (SRM) described in EN 13211.
Purpose
Mercury is one of the most toxic metals, and as such it is regulated by the Industrial Emissions Directive (IED) 2010/75/EU and the Air Quality Directive 2004/107/EC. The Minamata Convention was adopted in 2013 as a global treaty to protect human health and the environment from the adverse effects of mercury. Continuous mercury monitoring, using Automated Measuring Systems (AMS), is key to both quantifying emissions and also compliance with Emission Limit Values which are decreasing under the Large Combustion Plant Best Available Techniques REFerence document (LCP BREF) and also the Waste Incineration BREF.
EN 14884:2006 defines the Quality Assurance (QA) approach for mercury AMS, in conjunction with the primary QA standard EN 14181. EN 14884 is in need of revision to bring it into line with other recent standards developments and also to fully recognise the unique features of mercury AMS. This NWI proposal follows a previous attempt at revision of this standard which timed out due to a procedural technicality. This latest revision has therefore been completed ahead of submitting the proposal.
