Find out what cookies we use and how to disable themThis International Standard establishes when to specify or verify functional performance requirements during the service life of buildings and building-related facilities, and when to check the capability of buildings and facilities to meet identified requirements. This International Standard is applicable to any scope of holdings, from a set (or portfolio) of buildings to a single building (large or small) to a facility which is part of a building (such as one group of spaces or one floor or several floors.) It is applicable to the range of roles from the owners and managers to the occupants, tenants, or other users or stakeholders.
In the period since this Part was originally drafted several areas of service life planning have changed significantly, in particular the extent and coverage of the different parts has developed and there has been increased focus on other “constructed assets”, not just buildings, and on sustainability, and now focus is moving onto transition to a circular economy and dealing with the consequences of catastrophic changes in climate. In addition, how data about the service life is stored and transmitted has changed dramatically. Finally there is now a need to consolidate the coverage of various parts.
It is proposed that the revision of this part should take account of the following general aspects:
• Terminology – in particular to cover that ISO 6707-1 defines performance of a facility for a specified use, whereas this part specifically alludes to the requirements of the stakeholders, for a specific function, and includes the concept that this performance might change over time, and therefore require periodic revisiting or review. This is particularly relevant in respect of climate change, which may alter service life predictions during the life cycle. See for example Annex A of BS 7543:2015
• Connection to other standards, including in particular ISO 11863 – which covers tools for assessment and comparison of functional and user requirements and performance ,ISO 19650 on Building information modelling (which covers transfer of functional performance requirements) and ISO 55000 series on asset management (which covers life cycle delivery of asset management).
• Absorbing concepts from the existing (and unpublished draft) ISO 15686-3 on audits and reviews.
• The development of life cycle stages and reporting modules in CEN TC 350 standards. There may be links with ISO/IEC/IEEE 15288:2015 on systems and software engineering – system life cycle processes.
• The commencement of ISO TC 323, BS 8001 on Circular Economy and CEN proposal for a new TC or TC 350 new WG on CE. Also linked particularly to assessment of obsolescence (EN 62402:2007) and the end of life phase of the life cycle.
• Ongoing assessments of functional performance of existing buildings or constructed assets (in particular to capture the concept of a “golden thread” of building information (a lifelong log or digital record) as recommended by the UK Hackitt review which made recommendations following the tragic Grenfel Tower fire in 2017. This included recommendations in respect of on-going management in respect of unambiguous roles and responsibilities and stronger change control processes.
• (Note, it is not the intention of this review to deal explicitly with safety requirements which are dealt with in other committees or with quantification of life cycle impacts through LCA, LCC, material flow cost accounting or other techniques).
