This PAS specifies requirements for managing and improving the productivity in infrastructure projects, in the provision, operation, use and end-of-life of new projects and/or programmes of work, as well as the management or retrofit of existing assets and networks.
The PAS covers:
a) defining productivity consistently for infrastructure delivery;
b) supporting the uptake of productivity management strategies across the infrastructure sector;
c) promoting collaboration across all parts of the value chain;
d) clarifying roles of value chain members in improving productivity;
e) highlighting a productivity improvement hierarchy to support whole-life productivity;
f) assessing whole-life productivity when delivering and operating new assets and networks or maintaining, repurposing or retrofitting existing ones; and
g) integrating co-benefits and other priorities, including the climate emergency, into productivity management and decision making.
NOTE 1 Practitioner roles for each value chain member include strategic planning, procurement, design, construction, operation, maintenance, use and end of life.
The PAS does not cover:
1) detailed appraisal of wider economic productivity gains from infrastructure programmes;
2) prescriptive approaches to data gathering; or
3) assessment of value for money for infrastructure projects at national level.
NOTE 2 This includes assessment of value for money within infrastructure projects as defined in the HM Treasury Green Book [3].
This PAS is intended for use by all value chain members within UK infrastructure projects and programmes.
This PAS might also be of interest to financiers of UK infrastructure programmes and projects, regulatory bodies overseeing these programmes and projects, and members of local and national government involved in their commissioning.
