Scope
This BSI Flex gives guidance on the human factors for organizations and operators developing and managing remote operation systems for connected and automated vehicles (CAVs) where a remote operator (RO) is not on board the vehicle. It focuses on ROs, operating CAVs on roads, who can assist or take over the dynamic driving task (DDT).
NOTE 1 This standard primarily supports applications on roads, however it can be used as guidance for controlled environments in the absence of relevant standards which might cover such environments.
This BSI Flex covers the human factors related to remote operations, in particular:
a) the selection, role and training of an RO;
b) assessing and maintaining the competence of an RO and/or team;
c) guidelines for RO workstations and workstation environments; and
d) RO management.
This BSI Flex is developed for organizations implementing a remote operation capability or service. However, at present the scope of remote operations is limited to those used for developmental testing and advanced trials in preparation for early-stage deployment, including prototype vehicles, passenger and freight-carrying services on roads, as bound by and proportionate to the relevant operational design domain (ODD).
It does not cover the role of CAV safety operators and system parameters of remote operation.

This BSI Flex might be of use to any organization that utilizes or develops remote operation systems. It might also be of use to road authorities, local authorities, test beds, vehicle agencies and insurers.
