ISO/PWI 23558 Nuclear facilities — Classification of challenging conditions for HEPA filters and qualification

Scope

This document establishes a classification of challenging conditions to which HEPA filters may be designed and qualified to in nuclear facilities.

This document is intended to be used in conjunction with ISO 23137.

This standard is applicable to all HEPA filters used in nuclear facilities, regardless of their design and function.

This standard does not address general specifications for HEPA filters used in nuclear facilities. Such specifications (e.g., filtration performance, materials, marking, lifetime…) are discussed in ISO 23137.

Purpose

In the nuclear facilities, it is of the greatest importance to limit the spreading of the radioactive substances. This implies the need for aerosol filters on the ventilation systems used at the exhaust of the facilities. Standards dedicated to the design of ventilation systems for nuclear facilities define general requirements associated with filters, in terms of need for HEPA filters, number of filters needed, classification, and monitoring (e.g., ISO 17873, ISO 26802, ISO 16646, ISO 16647).

These HEPA filters are used in normal operation on process and buildings ventilation systems. Depending on the processes involved, some HEPA filters may be subject to challenging associated conditions. In addition, some HEPA filters are required to cope with accident conditions and may therefore be subject to challenging associated conditions. Challenging conditions can be characterized by loads of various natures, depending on the facilities and on the considered accidents.

HEPA filters may be classified depending on their filtering efficiency and tested according to standard ISO 29463. Nevertheless, this standard does not address the challenging conditions some HEPA filters may be submitted to in nuclear facilities.

To guarantee that these HEPA filters will perform their function correctly when submitted to challenging conditions, they shall comply with dedicated requirements and benefit from a suitable qualification process. Standard ISO 23137-x series define such requirements and the principles for HEPA filters qualification against diverse loads.

No standard currently defines the loads to which HEPA filters may be designed and qualified to. The objective of standard ISO 23558 is to propose a classification of these loads. It should help in developing ISO 23137-x parts and contribute to providing the nuclear sector with HEPA filters fully adapted and qualified to the challenging conditions these filters may be submitted to. The qualification of HEPA filters according to challenging conditions as defined in ISO 23558 may help, supplemented by adequate substantiations, in the establishment of the safety report of nuclear facilities.
