Scope

ISO/IEC 19788 aims primarily at specifying data elements and their attributes for the description of learning resources. This includes the rules governing the identification of data elements and the specification of their attributes.

ISO/IEC 19788 provides data elements for the description of learning resources and resources directly related to learning resources. This part of ISO/IEC 19788 provides principles, rules and structures for the specification of the description of any kind of resource and thus for a learning resource; it identifies and specifies the attributes of a data element as well as the rules governing their use. This part of ISO/IEC 19788 provides also the specification of generic data elements. The key principles stated in this part of ISO/IEC 19788 are informed by a user requirements-driven context with the aim of supporting multilingual and cultural adaptability requirements from a global perspective.

This part of ISO/IEC 19788 is information-technology-neutral and defines a set of common approaches, i.e. methodologies and constructs, which apply to the development of the subsequent parts of ISO/IEC 19788.

Purpose

The goal of this proposal is to have a new version of ISO/IEC 19788-1 taking into account not only the amendment but also the changes required as a result of the adoption of this standard as a framework for specifying other standards in SC36. For example, the standard “ISO/IEC 22602:2019 Information technology — Learning, education and training — Competency models expressed in MLR” is based on 19788-1. New projects within SC36 are also based on 19788-1.

Some modifications are therefore necessary in 19788-1 to align this standard with its usages, such as, for example, specifying that it provides rules and structures for the specification of the description of any kind of resource (and not only learning resources), that it contains the specification of generic data elements and so on.
